Common Sense, if you really have a suggestion that could help to stop all the piracy going on in China, you would have achieved the impossible, for so long so far, and the entire world of businessmen would thank you, you'd become the most beloved and respected terminator in the world. Regardless of whether China is considered the master of scams or not, your motive is patriotic. You should contact both President Hu and Prime Minister Wen directly for such world changing proposal. I've never emailed them, but I believe you can always send them a letter by mail, register it.
