What is the best thing to take at the first sign of allergies in order to stop the symptoms?

My mom is 73 and just developed allergies last year. They start with a sore throat and then she gets congested and the congestion goes to her chest. Is there something she can take at the first sign of a sore throat to stop it from getting worse? She has slightly high blood pressure and just started taking medicine for it. Thank You
