Crisis Core - Final Fantasy VII?

Yeah hi I recently just beat this game and I'm confused about one thing these 2 characters in a Shinra helicopter pick up Genesis after Zack leaves with Cloud and they said "He shall become our brother" Anyone care to explain who these 2 are and what they mean? I came to the conclusion it's Loz and Yazoo from Advent Children trying to make Genesis into the Renment Kadaj.....But I'm probably way off mark.
